(Bay Journal): Benefits of Rooftop Solar Could Change in Virginia Next Year (2026)

Dominion Energy filed a proposal in May to the State Corporation Commission to lower the credit value it pays customers who generate their own power from solar panels from 14 cents per kilowatt hour down to 5 cents. Dominion Energy also proposed to change the measurement interval for bill credits down from over an entire year to every 30 minutes – which would favor the utility company over its customers. The proposal to change Dominion Energy’s “net metering” rules could affect over 54,000 customers that partially rely on solar power to meet their energy needs.

Dominion Energy argues that the changes would better reflect actual excess power generation from solar-powered customers and more fairly spread the cost of generating power between customers with and without solar panels. Environmentalists and renewable-energy advocates argue that the proposals do not fully appreciate the benefits that solar panels bring both Dominion Energy and its customers, such as reducing air pollution and mitigating price spikes from natural gas.
